Dee Knapp, J.D., Esquire

Dee Knapp, J.D., president and owner of Accord & Collaboration, has an intuitive knack for finding common ground among people who are in intense disagreement. She brings a sense of calm to tough situations. Her consistent optimism that the heart of the matter leading to common ground can be discovered and explored has served as a source for resolution for her clients for over eighteen years. Her employment litigation experience gives her the advocate’s insight, which she uses to guide parties to their own solutions while avoiding court imposed ones. Dee is also a dynamic speaker and trainer, able to share the knowledge and expertise gained over years of helping people negotiate and communicate.

Dee is recognized as a certified mediator by the EEO Commission, Seattle Federal Executive Board ADR Consortium, the Interlocal Conflict Resolution Group of King County, the Dispute Resolution Center of Snohomish County, the Association for Conflict Resolution, and is on the mediation roster for the American Arbitration Association.  She is also qualified to perform federal court mediations and is on the Rule 39.1 roster of mediators.

A recognized authority on dispute resolution topics, Dee has taught workshops nationwide for the American Bar Association, the Washington Law School Foundation/Washington State Bar Association, the University of Washington Law School, the University of Phoenix, Chapman University, the Federal Aviation Administration, federal government training seminars around the country such as the Public Administrative Forum and the Federal Dispute Resolution conferences, and the U.S. Department of Agriculture Civil Rights and Diversity Training Conference.  She is a visiting professor at Seattle University School of Law.

Dee holds a law degree from the University of Washington and a bachelor’s degree in Psychology from the University of Colorado where she graduated Phi Beta Kappa. She is a member of the Washington State Bar Association, the Washington Mediation Association, and the Association of Conflict Resolution. She is a former Board member of the Washington Environmental Council, a volunteer workplace and family mediator for local dispute resolution centers and has a special interest in non-violence and peace issues.

Philip S. Heller, PhD


Philip Heller has over 30 years of experience in managing change and developing leaders in government, community service agencies, and medical centers. He has helped public agencies design and lead cultural and organizational change projects involving strategy and human resource planning, restructuring positions and performance systems, and inter-agency dispute resolution.

As a coach, Philip has helped leaders to resolve sensitive conflicts and on occasion, reconcile fractured relationships evolving towards legal action. Through interaction, he has coached mangers to respond effectively to critical performance issues at the individual, team and inter-department level. Philip has facilitated numerous team and boards(government, community agency, public-appointed and elected) to clarify sponsorship, mission, roles, responsibilities and collaborative partnerships. He has assisted senior leadership teams to reach consensus on high profile capital investments and agency-wide policy changes.

Philip has conducted over 25 different workshops on leadership, management and human relations skills. He has presented keynote presentations for numerous employee conferences and authored related articles and videos. He has taught at the Federal Executive Institute and New York City Management Academy.

Philip received his Doctor of Philosophy in Education from Michigan State University focusing on learning and problem solving. He has a Master of Science in Ecology from Michigan State University; and a Bachelor of Science, cum laude, in Biology from The City University of New York.

Philip is committed to high standards of practice and continuing self-development. He is a long-term member of: Human Systems Development Professionals (a regional association of senior consultants committed to peer review), the American Educational Research Association and the Pacific Northwest Organization Development Network. He has served on Master’s degree committees, as a Senior Consultant with the Community Consulting Partnership, training volunteers to help non-profits and as a manuscript reviewer for Berrett-Koehler Publishers.
